Nicole Chapman

Nicole Chapman has enjoyed a 30-year career in legal, commercial, and administrative areas, in both public and private sectors.   Most recently, she was the First Deputy Executive Director of the Honolulu Authority for Rapid Transportation.  Prior to her six years at HART, she was its legal counsel with the City and County of Honolulu Office of the Corporation Counsel.  On the private sector, she served as an Associate with Honolulu’s then-largest defense litigation law firm, as General Counsel for a sports marketing firm in Hong Kong before and after the handover of Hong Kong in the 1990s, and in-house counsel for a publicly traded personnel firm in the Bay Area.  Ms. Chapman first discovered her passion for public sector service in the late 1990s at the San Francisco City Attorney’s Office, where she was the legal counsel to city departments in procurement, contracts, and intellectual property.
