Rachel James, Esq., Commission Counsel, State of Hawai‘i-Public Utilities Commission.

Rachel’s prior work experiences include clean energy Project Management and Business Development Management, as well serving as the Senior Regional Representative for a member of the U.S. House of Representatives.

Rachel’s recognitions include: Lawyer Monthly Magazine’s 2020 Environmental Attorney of the Year, USA, Hawaii State Bar Association Environment, Energy, and Resources Section Award for best Second Year Seminar Paper (SYS) on an Environmental Law Topic (2018), and she has been a selected speaker at the Hawai‘i Conservation Conference, Hawai‘i Energy Conference, 2nd World Community Power Conference, and Hawai‘i Business Magazine’s Wahine Forum.

Rachel is a Board Member of the Hawai‘i People’s Fund, the Patsy T. Mink Center for Business and Leadership Advisory Board, the Hawai'i State Bar Association Environment, Energy, and Resources Section, and is a volunteer mentor for the Center for Tomorrow’s Leaders.

Rachel is a graduate of the William S. Richardson School of Law, where she earned certificates in Native Hawaiian Law and Environmental Law. She is the mother of 2 young ladies and 1 young furry.
